answer: Yes I have seen German Shepherds with white chests.... Yes they can be pure bred it is a genetic problem and usually an outcome of breeding dogs that are not breeding quality.
lmao wow people need to do research before they answer. I know two German shepherds who have white chests and both are AKC registered meaning they are pure bred. Does this mean they weren't badly bred? Not necessarily. Onyx got the answer spot on.
Since you didn't specify which shepherd breed-I'll say yes. Australian shepherds can have white chests.
Rottweilers do not have white on their body.
No purebred German shepherd or Rottweiler would ever have a white chest.
