almost everyday now, my puppy has a "sugar rush" and he runs as fast as he can throughout the house going into all the places where he knows he is not allowed. It usually happens while playing. He gets over excited and just keeps running. If i try to stop him, he barks and bites me. Is he doing this because I am not exercising him enough? he is a golden labrador.

He is a puppy, and they act like a 2 year old sometimes.
You have to let him play and have fun.But if he shouldent be in an area he is not aloud than you need too sort this out.Dont hit him or anything .... just tell him in a loud and firm voice " Stop it ", evan spray water at him, but nothing abusive ... Dont let this go on as when he is older he wont know what is right from wrong.
Also you should wear him out and take him for walks and play with him in the park.Change his diet from less sugery things.
Puppies like to test your limits. Don't let him get away with it or he'll run the rest of your relationship. Take him for a good walk before feeding him (around 30 minutes) and make sure that he is calm before you give him the food. If you know he is about to get hyper keep the leash on him so that you'll have more control during his burst of energy. Make sure he sits calmly before removing the leash again. Good luck
He's a=yellow=Labrador. Goldens are a different breed. Unless your dog is a mix of Golden and Lab.

My 11 week old puppy does that too. I live in Canada and lets just say my puppy wont budge in the snow so hes always full of energy because we cant tire him out with a walk. don't worry its totally normal, i even asked my vet. She says it is too:)
Remove all sources of sugar/glucose from his diet and you'll see a dog more balanced and less 'rushy'. Puppies can be pretty funny at times, but hyperactivity shouldn't invite misbehaving!
Your pup should receive about 2 hours of moderate exercise daily.
Dude chill my dog is 2 years old and he still does that after baths playtime and even when he comes back inside from doing his buisness it's normal he's fine
It's a puppy thing. a sudden burst of energy .. Perhaps you should wear him out with a good walk or a game of fetch in the yard
