My bichon frise just peed blood. Its about 11 PM where I am and the road conditions are not exactly prime for driving. Is this an emergency that requires me to take her in now, or can I wait until the morning to take her to the vet? Tomorrow is supposed to be scary as far as weather goes as well, though, so I'm kind of in a bit of a predicament. Advice?
Not an emergency, as long as she is able to pass fluid it means she's not blocked (which can happen with crystals or stones).
She likely has a cystitis/UTI .. It would take an extreme amount of blood being passed to become enough of a problem to need an emerg trip. With most UTI's/cystitis/stones/crystals you will see blood in the urine, which often looks like more than what it really is .. just because a small amount of blood in the urine will color it all red.
Best thing to do is give her plenty of fluids from now until morning. Let her pee as often as she needs (which will likely be more than usual) and then collect her first morning pee sample ..

To do this, put her on a leash and have someone walk her, but keep the leash short so she isn't far ahead of you. You take a shallow disposable dish (tupperware dishes work well, and make sure its clean), and when she squats to pee, slip the dish under her. You need 3 mL minimum but 5 would be best .. so think a teaspoon amount of pee. Keep it in the fridge until the vet opens, and then take it in. It has to be refridgerated so the bacteria doesn't die off. 1st morning pee is the best because when they test the specific gravity it will give the most accurate result (this tests for how well the kidneys can concentrate the urine) The sample can't be more than 6 hours old, even when refridgerated, and try not to get any snow in it, if you have snow where you live, because it will dilute the sample.

Good luck, remember the pee sample is the best thing for an accurate diagnosis, but if you feel like you cant obtain one, dont let her pee in the morning, take her right to the vet and ask them to take a sterile sample directly from the bladder aka cystocentesis.
Peeing blood is basically a life or death situation .. If you want to keep the dog, then
you need to take him/her right away!
However, you could always call the animal hospital, explain the situation, and

But blood in the urine, thats pretty serious.

My dog died from peeing blood, in about 24 hours ... (he most likely had swallowed something and had internal bleeding, we're not too sure.)
I wouldn't really take chances, to be honest. You could monitor it, during the night, but, I would just take him.
Also, if you do decide to monitor and see how the night goes, make sure he has plenty of fluids in him.
First off, to the people saying the dog is on her "period", she's spayed. Female dogs only bleed when they're in heat and they don't go into heat once they're spayed.
So, I think it would be a good idea for you to call your vet and ask them what they suggest. It's probably most likely a UTI. The same thing happened with my dog. It is important that your dog see the vet as soon as possible.
Most vets have an on-call system. Call the office and there will probably be a message with a number to call in emergencies, leave a detailed message and some one will call you back.

obviously it is most likely an UTI and it needs to be delt with so I suggest you call the E vets, get in the car and make the damn trip
Well what would you do if you were peeing blood? Youd be scared to death! Take your dog to the vet pronto! It could be bleeding of the inside! An oragn musnt be functioning properly so she is peeing blood out! Goggogogogogo!
Call your vet and talk to the answering service. Ask to talk to a veterinarian. The two of you can decide the best course of action.
You can call the emergency vet and ask if it's something that can be addressed by your regular vet tomorrow
