Dogs aren't born leash trained; your friend has to train her dog. If she doesn't know how, classes would be a huge benefit to her. She needs to talk to the dog, encourage her along, praise for walking along with her. Give a tug on the leash to get her started, and immediately praise.
thats because she doesnt like the lead or doesnt like to be pulled. give her time, motivate her with treats, go in garden first and take her on lead, so she gets used to it. dont pressure her.
