Sex has nothing to do with how the dog will get along with the other dog. Although it's typically recommended to get two dogs of the opposite sexes, it's entirely possible to have same sex dogs and have them be best friends. I have two male dogs and two female dogs. The boys never fight, and the girls fight rarely (just FYI, I've always had more than one dog and at some point I guarantee you they'll get into some sort of fight).
You could get a male and then a female, or a female and then a male, or a female and then another female, and then a male and another male. It's really up to you.
One last thing-make sure that you check out the available malteses available for rescue before going to a breeder, they'd be wonderful companions that will love you for taking them home. Petfinder.com
Yes its ok to get 2 puppy's if you know how to raise them (its harder with 2 then with 1), but 2 females may fight if you don't train them properly, its probably easier with 1 male and 1 female, if you get the male fixed or the female sprayed of course so you don't get pups, don't really matter witch one you get first
Whatever you do, do NOT get two puppies together.

I would only ever suggest two if you have bags of experience and loads of time and willing to spend a lot of separate training time with each puppy. Even then they can bond far more with each other than with you.

The worst combination for fighting is always two females , and they're just as likely not to get along as they are to coexist peacefully. I'd get one of one sex, and make sure it's fixed before getting one of the opposite sex
