He cant drink a lot of water with out hacking and spitting up. Does he have something stuck in his throat? He is fine otherwise but it seems like he cant go an hour without hacking. The hacking isn't always after he drinks its just random.
Sounds like kennel cough. There is a vaccine. You need to take the puppy asap to the Vet.
My puppy is 6 months and the same thing has been happening to her. She tends to eat and drink to fast so we limit her to water. He could always be eating something outside that is causing him to have a sour stomach. Other wise i would suggest checking with your vet, but I'm pretty sure there's nothing in his throat. There could be something in his throat, a vet check is in order. It could also be that his throat is malformed or unable to open enough for him to breathe correctly. Only a vet can tell you .

Does he shed alot? He may have a hairball. Just to be sure check with your local vet you don't want it to interfere with his breathing.
Maybe a vet check is in order
