WE didn't see the episode, and you sure haven't supplied any details.
The likeliest explanation is that show-is-all-breeders don't produce genuine GSDs, and so your pet lacks breed-attributes such as calmness & courage.
You appear to be in the USofA, where show-is-all breeders pump out NAmerican Ski-Slope Dogs, Prick-Eared Bassets, and Titanic Tail-Tuckers, without any regard for the attributes that made genuine GSDs one of the 4 most popular breeds right around the world. And in prick-eared breeds, slightly nervous pooches attract the judge's attention with their VERY alert bearing - alert because they are worried that someone or something will sneak up on them and hurt them ....
Real breeders of genuine GSDs have a set range of requirements before they will agree to breed from or with any registered GSD:

You should notice that, in the rebel "Standard" used by the GSDAmerica (despite that it is a member of the WUSV that is responsible for the wordings & limits & disqualifications in the International Standard of the GSD), almost all of the limits and DQs present in the REAL Standard have been removed. Makes it easier to "admire" the "alertness" and "physical beauty" of pooches that are incapable of passing a Breed Survey.
NO 4 years old GSD (equivalent to a human aged about 30) should be scared of a 6 months pup (equivalent to a human aged about 7). Nor should the owner of the 6 months pup have allowed it to charge at your pooch ( if that's what scared him).

Hard to tell from the limited info, but is it possible what you took for scared was respectful submission towards a dominant dog?
I don't understand what you're asking. What was the circumstance? What did the dog to do cause a fear reaction in your dog?
