Probably. Just watch for signs. Milk chocolate will often cause diarrhea 12-24 hours after ingestion. This should be treated symptomatically (fluids, etc..) to prevent dehydration. Make sure to put the cookies out of his reach!

You can't really know the answer to that until the dog starts showing symptoms of getting sick. Usually if the dog gets sick they will either start to vomit or get the "runs". If the vomiting or the runs don't stop within and hour or two you might want to call your vet or a 24 hour animal hospital to see what they want you to do. Give your dog plenty of fluids and keep them from eating for a few hours to make sure they aren't sick from the chocolate.
I have heard that if they eat something they shouldn't to give them hydrogen peroxide and it will make the puke it up

That's not good since the dog is small and since that is so much chocolate, if she starts to show bad symptoms then I would recommend you take her/him to your vet. Try to keep chocolate away from your dog and good luck!
