My female dog will not allow her male to mount her....?
My female dog of 3 1/2 years is in her 11th day of heat (from 1st day of bleed), however, when I introduce her to her male companion and he tries to mount her, she just lays down or sits. This is her 1st time. Why is she not allowing him to mate her?
I just don't want to upset her if she is unhappy, although she doesn't look unhappy, and allows him to lick and sniff her. She even follows him when he goes to walk away.
She is a very submissive doggy anyway, could this be the reason??.... Please help :)
SHe has more sense than her owner.
Instead of trying to force-breed your pet and adding to the many other irresponsible backyard bred dogs in shelters, take the dog away, wait until her heat has finished and get her spayed. Become a RESPONSIBLE pet owner instead.

She isn't ready yet. Dogs cycle for about 21 days during which time they ovulate in a window of about 3-5 days. When she is ready her smell will change and she will "present" to the male dog. she may simply just be into chicks. What is seemingly "leading on" may be an attempt to cover up. Gay and lesbian dogs are generally not well regarded in the canine community.

Smart dog. Leave the breeding to the experts who breed only the best of the breed and then only to improve the breed.
Are both these dogs titled and do you have all breed appropriate health certificates for them? Have you researched their registered pedigrees to make sure they are a good match in that he has strengths where she has weaknesses an vice versa?

The world doesn't need any more back yard breeders producing poor quality dogs when there is an over population of dogs and they're being killed in hundred of thousands every year in the pounds.
Have your dog spayed and neutered.
All dogs are different and she might not be ready for until her 14-17th day. She might not like the dog...this might sound crazy to you, but some bitches will only mate with dogs she likes. I'm not having a go at you...i know it might sound like i am..but...you might want to go away and do some more research on breeding. Talk to other breeders etc. This is one of the most basic things about breeding and you obviously dont have the knowledge yet. So do some more research, talk to experienced people. Then try again
While most everyone on the answers.com dog site would tell you to not breed and to get your dog spayed, this isn't helping you one bit is it?
Sometimes a first time dog mother needs to be restrained for the male to breed her, especially if she is a very submissive dog to begin with. Hold her head while he mounts her and that should take care of the problem.

Add To some extent I agree with Cookie, but for me, the very fact you have come on here, with this question, at this time, suggests that you haven't done anywhere near enough homework, which in turn suggests to me that just possibly your ****** isn't going to be 'right' for your male, and that neither has been shown, tested, or any of the other things that go before anybody should think about becoming a 'good breeder'.
Because she knows she hasn't had the required tests done (hip/eyes/elbows etc) and she also knows you haven't had your stud checked for STD'S.. she is not such a silly dog after all. She may be one of the dogs who just doesn't want to be bred, this could be because of many reasons.Do not force him on her or hold her down other wise you could be dealing with a very aggressive dog in future. Don't breed her, get her spayed and ask the vet to check her over. We don't need any more 'pet quality' b!tches being bred anyway.
