There is no "must be" during development - each pup grows at its own rate and has its growth spurts at different times than a different pup does.
There ARE "must be" limits for adult height & weight, but not for pups.
However, the closer to average a pup is at each stage, the more likely that it will end up with that "must be" range when it is mature.
In the links=> Size_ & _Weight section of the first group you will see the adult limits, and the puppy averages for each month. You will see that [Zachary] is WAY out, the figure he gives being about half the average weight for that age.
Learn that the breed's real name translates as German Shepherd Dog - 3 words in the proper noun, so 3 capital letters needed, and GSD for short.

German shepherds should weigh at about an average of 20 lbs. when it is 4 months old. That's how much my german shepherds weighed at 4 months.
