She always urinate and poop anywhere inside our house; she supposedly urinate in her cage or in the news paper, but she always urinate or poop our sofa or in the floor .. I want to know where should a shih tzu urinate or poop when they are inside our house ..
I'm sorry but all dogs, puppy or not, should do their biz. OUTSIDE. If you encourage them to go indoors, they will go ANYWHERE indoors. Start as you mean to go on - take her outside. It's not normal for a dog to mess in it's bed-crate either. This is totally the opposite to what you should be aiming for. Her crate is the one place you should be putting her to stop her from messing indoors.
House train the dog to eliminate outside in the yard. If you don't know how to house train ... Google it.
Dogs should NEVER eliminate in their crate. Why would you let a dog use your home as its personal toilet. Your house must smell terrible and it's very unhygienic. This is your fault, not the dog's.

It shouldnt. House train her or when you are not at home then put newspaper by the back door. She should NOT urinate in her cage! this will encourage her to do so when she is older. house train her asap
