What dog would drink straight rum? If you somehow managed to get rum into your Chihuahua, you or whoever gave it to him/her should be prosecuted for animal cruelty , or animal abuse.
Rum, as with any hard liquor is very high in alcohol, and certainly can kill your Chihuahua. Only you know about how much it got, so call your vet immediately, and do whatever he/she tells you to do.
This is very toxic to the liver and kidneys. Please visit the veterinarian for blood work to see if damage has occurred. Milk will do nothing but cause digestive upset, do not give milk. Please protect this innocent dog, it depends on you to care for him/her. Take it to the vet and if this dog is in danger of someone doing this again, please find someone to take it and care for it or surrender it to the shelter so they can find a home where it will be protected. (not accusing you, as far as I know a friend could have done this to your dog but please protect your pet)
I hope you're just a dumb troll, because anyone who gives a dog alcohol is abusing that animal - alcohol can easily kill a dog, let alone a small dog. At the least, it can cause organ damage to the poor thing.

Don't give it milk either the way some other yoyo here suggested - dogs are lactose intolerant and get diarrhea from it.
