one of the puppies come to me the other will come but runs when i pet him or atleast try what is up with that
Do all humans have identical personalities? No, of course they don't. Neither do dogs. One of them is simply timid. It might be a temperament defect, a result of poor socialization, or a combination of the two. Either way, you'll just have to slowly earn his trust. Make sure you present yourself as a non-threat; avoid directly approaching him, staring at him, reaching out for him, moving suddenly, et cetera. Try using calming signals:
