When I buy octopus from the seafood store I give my maltese terrier/shi tzu some to eat.
If it's just bits as scraps rather than their main diet .. yes, the same as scraps from the chip shop so long as it's not their main feed.
Never heard this question before, but sure, why not, seafood is seafood.
