We paid 150 so far and the vet is stating that we will need 600 more. Ended up having a displaced hip. Which is nice but we wanted to set up for payment arrangements. The vet does accept payment arrangements but not from first time patients. The main question is will he keep my dog if I dont pay in full? I feel it was wrong for him to deny payment.

Ask the vet what he plans to do if you don't have the money, how would we know? As far as catching the guy who hit him, what does it matter? Are you that anxious to pay for any damage that your dog may have caused to his car? When your dog is in the road where cars belong, that's your fault. If the guy drove into your living room where your dog was laying down, that would be his fault
Most legitimate, reputable places will accept payments, and no they legally cannot keep your dog.
