I would like to adopt a dog for my father. We are willing to take care of it and spend time and $ to train it properly and give it love. But .. I do not want a dog that barks a lot. I cannot stand dogs that bark a lot.

That's one of the hardest things to determine ahead of time, but there are some guidelines that can help.
Avoid most of the smallest breeds. Really small dogs know they are vulnerable and are more barky and nervous.
Larger dogs are more calm and self assured. Some guardian breeds tend to do their job by barking, but that can be dealt with.
Since it's for your father, a senior dog in rescue might be a really good option. Senior dogs tend to be calm and quieter, and fewer people are willing to adopt them because they won't have them with them as long, but it can be a very rewarding time together.

Take your father to local rescue locations so he can meet dogs and select one on his own. Quite often, the dog that is best suited to his personality will bond to him and he to the dog there at the facility.
Dogs who get adequate attention, training and exercise tend to bark less. Dogs that bark do less if you pay attention and talk to the dog and thank it for warning you about the intruders it just "scared off".

I suggest you get a cavalier king charles spaniel because they are beautiful dogs and its very easy to train and i heard they rarely bark but only if their are strangers and they are playful, energetic, and can be good companion dogs. if your interested in this dog here a website link that explains almost everything you need to know.
