And when i step out of my house he's there. WHen i sit down he comes sit next to me and wants me to pet him, if i don't he'll climb on me. The thing is when his owner is calling for him , he won't budge, he'll just stay by me. And that dog is scare of people, when when it comes to me, idk, its like i'm his owner.

You must be feeding it treats, that will make a dog your friend for life:) But dogs sense good people so you must be: ) See if the neighbor wants to sell the dog, you two are a match.
the dog gravitates to you because he senses your inviting personality. they instinctively know when people are good and when they're not.
The dog could have a bad owner. Maybe it's trying to ask for help. Or maybe it's just a very friendly dog.
