Those 2 breeds are COMPLETELY different. I'm not sure how you are even deciding between the two.
You need to do more research on both breeds - contact reputable breeders of the breeds and talk to them too so you can figure out which one (if either) better suits your lifestyle.
Well depends on what you want the dog for. Companionship, safety ....? but I personally am not a fan of German Shepherd, I know they make great dogs for police man and serve well, but I have a neighbor with one that isnt trained so well and guess that kinda did it for me, as well as I know someone who's son was bitten really bad in the face by a german shepherd. My other neighbor has a pug that doesnt shut up ... so depending on your lifestyle would be how to pick your breed not just by which is cutest or which protects better.
Wow comparing both of those breeds is like comparing a Hummer to a ford fiesta, one has a lot more power than the other, one requires a lot more knowledge in handling than the smaller dog .

If you are unsure which dog would be best then stick with the Pug, a German Shepherd Dog can be dangerous in inexperienced hands.
One's not better than the other; they're just different. You might as well be asking if an apple is better than a banana. They're equally delicious, and therefore aren't comparable. If you need an athletic dog, then yeah, the GSD is better in that respect, much like how the pug would be better if you want a smaller dog. They're not comparable.
personally I can't stand pugs. or bulldogs. or boxers. or anything with a fat wrinkly droopy face. It is a lot of work to keep clean and they just strike me as ugly.
Shepherds are pretty awesome. Not for the first time dog owner though, because they need a strong and experienced owner.
If you have time to exercise them, most herding breeds are amazing. Smart, cute, athletic, and devoted.
German Shepherds are a stupid pile of garage!! Unless you are a trainer, they are not the breed for you. . If you even have to ask a question like this, get yourself a damn cat instead!
german shepard, they are great dogs as far as protection and companionship they are way better than pugs.
The German Sheperd of course the pugs are very ugly and their eyes sometimes fall out!!!
it depends on what you want if you want a guard dog get a german shepherd if you just want a teddy bear get a pug
