Are they not the exact same size and design? Except the second being a lot cheaper of course.
They are pretty much identical so I'm not sure what you are asking for. The only difference appears to be that the second has wire ledges, while the first has solid ones. Rats should not walk on wire, but on smooth, flat surfaces - better for their feet. If you go with the second, you may wish to cover the ledges over with some fleece (as shown in the pictures of the first cage, which may mean you would like to do that with both cages).
Definitely the first one. It has solid bottom floors, which is a must for rats. Rats living with mesh flooring can develop "bumble foot", which is painful for the ratty.

I personally would go for the second one. You'd just have to make sure the cage flooring wasn't made of mesh, for the safety/comfort of your rats' feet. If it is made of mesh, just cover it with a sheet of strong plastic or something. The second cage looks lovely and big and it has nice big doors that will let you access the whole of the cage.

I would choose the first one because it has solid floors wheras the second cage has wire mesh floors which are verry bad for your pets feet
