None, if you're not properly stuffing the floor and ceilings. If so: 3, rather 2.

This is the Martin's New Englander cage for ferrets but can be easily adapted for rat use.

Rats actually do better with lots of hidey holes and hammocks so they don't have to share and can feel secure avoiding troublesome cage mates, so I don't consider that to have too much 'crap' in it. The plastic stuff that I see is fine from what I can tell on the picture. They're more likely to gnaw holes the plastic toys than to choke on things in there. This cage set up is a ratty wonderland.

Assuming the dimensions of your cage are the same as the dimensions listed on the Martin's web site at 30" x 24" x 54" , you can house up to 11 rats if space is used wisely. However, I wouldn't recommend that many by any stretch. You could easily house 6 or 7. That cage is a very nice cage.

3-4 without all that stuff!!!! with that stuff none! that cage is crowded already with no animals in it
I'm guessing you could house a round dozen in there, and they would all be perfectly happy, but I would recommend about half that, because overcrowding puts them at higher risk of respiratory problems and parasites, no matter how often or how well you scrub and scoop :)
