"Territorial

If you see your Syrian hamster rubbing its hips or sliding itself along the floor, or other objects, then it is almost certainly feeling the need to mark the area as its territory with its scent glands, which are located over the hips. It will do this more often after a cage clean out or when transferred to new housing. It seems a little unnecessary since most Syrian hamsters aren't about to have anyone invade their territory as they live alone, but perhaps nobody told them that! "

I hope it helps!!
She could be rubbing her scent on things. It really depends on what shes rubbing and how old she is and what color her eyes are. If shes over 2 months old shes probably rubbing to increase male attention to herself for mating reasons. If she has red eyes she cant really see well so she might be making a trail of smell for her to follow later. My males are blind so they do the same thing. If she was itching herself she would more likely use her back feet to itch her body.
