The best way to get an insight into why animals behave the way they do is to think about how they used to live in nature before they were domesticated. They retain the genetic information for behavior that evolved with them in the wild. Even though we have kept them domesticated for a couple of centuries, that is a drop in the bucket compared to the time before they became pets. In nature danger comes from above. Hawks and other birds of prey were their main predators. So, their response is to like someplace where they can be under cover, like their cage or a hut inside the cage. When out running loose, they will head toward a wall, a corner or, best still, under the couch or some similar hiding place so that the predators can't get them (hey, they don't know that there are no hawks in your house, they are just doing what thousands of years of evolution are telling them to do)!

The lap feeding is a good idea. Try some greens instead of the hay. It's more of a treat. If he is still antsy, try wrapping him in a towel with just his head stuck out. That tends to make them feel more secure and a secure pig is a calmer pig! The more you take him out and feed him, the faster he will come to learn that getting taken out of his cage is a safe and enjoyable thing
He feels safe when he is in his cage but once outside he is in a huge area he does not know. He will slowly start getting used to sitting with you. Hold him against your chest so he can feel your heartbeat and stroke him. They seem to like that and will make little purring noises. You have not had him very long and guinea pigs take a long time to get used to people. Be patient with your little one and you will soon have him feeling more confident.
Did you know you are not meant to have just one guinea pig? Guinea pigs are social animals and need to live with a friend of the same gender. You need to get him a friend to help make him feel more confident and also to have someone to socialise with. Guinea pigs who live alone are lonely and can become depressed.
Ah, a lot of guinea pigs are like that, or so I've heard. I've also heard of people having guineapig-safe rooms where they can just run around, and walk all over you, which helps them get used to your scent. That's all I can really suggest. Maybe leaving a trail of veggies leading up to you when she's on the floor, or just time, and she will eventually learn to trust you and to love you. Oh, some guinea pigs don't eat when they're out playing, they will ignore any food, so don't worry about that.

Hope I helped!
Just take it easy and give him time to get used to being out and about - it is a big wide world when you are only piggy-sized! Try getting down on the floor with him so he sees you in the same way as when you pick him up - rather than seeing your legs and feet, which won't be familiar to him. Practice calling him when you bring his food when he is in his cage so he gets used to the sound of your voice.
When mine used to do that, i left them be, they came over to me but 1 tryed to nibble my foot that tickled and 1 tried to clamber on me. Do i know? So i started to pet them everyday and now they are much tamer but still got far to go, im teaching them tricks, Spice, go to suger
