How can i teach my pet rat not to tip over his food dish?

You cant. You need to get a heavy ceramic bowl or one that attaches to the cage.
Dont teach him.Just Attach the Food dish to the cage.
Don't teach him. Let him figure it out himself. Or get one that attaches to the cage.
its pretty hard to teach rodents not to do this, so it would be easiest to buy a really heavy bowl that is hard to tip over or one that attaches to the side of the cage :)
