Your rat should be checked out by a vet. Tumors * don't * go away without treatment. There's also a chance that he has a cyst or abscess, which won't require surgery but still requires a vet to clean out the infection & probably prescribe antibiotics. With no treatment, your rat could die from the infection.
You are asking questions that only an exotic vet can fairly answer after viewing your rat, You really need to get it into see an exotic vet asap if for no other reason it has t be in great pain and you do not want this thing to get infected. He probably needs to be on an antibiotic so the wound will heal properly and safely.
Rodents are very Fragile creatures. You'd have to pay for surgery, and it will likely not live.
