Is cardboard shavings good bedding/flooring for a hamster?

When i had my beautiful hamster, Minnie , i would just put cardboard tubes in there. They cost nothing (you can get em from other people or from your toilet rolls) plus, when she chewed them, it helped keep her teeth down. She would chew it too peices and use it as bedding, so using it is ok. If your using the cardboard alone, make sure its thin and flexible. You could add tissue paper or special cotton wool with it to make a warm bed.

Tip-I used to get loads of saw dust, Make it into a hill type thing and make a hole through the middle with my fingers. Then i would put some wool, cardboard and tissue around it for Minnie to take into the hole and make a nice bed/nest for herself. She was the happiest, healthiest hamster i knew and she hated it if i wasn't there to make her special nest for her: ') i miss minnie ....

I'm not sure, i think it would be too hard for a bed material, though, my hamster (died on Monday) used to chew on toilet paper rolls a lot.

Well, if it's thin then yeah. But paper towel is SO much softer. You could put a paper towel roll in there, he might chew it to pieces lol.
