i bought a Russian tortoise and he was very dehydrated and is almost all the way hydrated now will it hurt him if i still soak him every day cuz he will only go to the bathroom in the water

Do not use water straight from the tap. The chlorides will strip mucus from the mouth and throat. Either use Reptisafe water treatment or boil the water and allow to cool before use.
Use a plastic plant pot saucer for the water dish, so he can get in and out with ease.The saucer should be big enough for your tortoise to get right into. So if your tortoise is 5 "overall length, use a saucer with at least a 7 "diameter. The water level should come to where your tortoises carapace (upper domed part of shell) meets the plastron (underside of shell). Sink the saucer in to the substrate (preferably top soil) to avoid it tipping.
