Yes, they are cool. Yes, they have personalities. The Mali Uromastyx seem to be the most plentiful. Egyptian Uromastyx are the largest among the different sub-species . Their tails don't hurt much when they're little, but an adult Mali will be 16-18 inches and a whack from an adult can be a bit painful. The tail spikes are a bit flexible, so that helps some.
As for handling, most opinions are mixed on this subject. They can be a bit skittish and over-handling them is pretty stressful for them. As with most reptiles, high amounts of stress can lead to illness. You will need to learn your Uro's own personality and its tolerance for being handled and act accordingly. You need to also be careful with them. They tend to want to climb up on your shoulder and have a tendency to take a random nose-dive.
I think so even though I have never owned one. There are tons of videos online about them. Yes you can handle them and their tail does not hurt, unless of course they hit you with it. Before you get one do tons of research and make sure you can afford them.

I had one for 7 years. It was really nice when he got used to me but his tail DOES hurt. But yeah they are really nice reptiles. The tank needs to be at least 115 and around 85 on the other side. good luck, there cool pets!
