No. Their tail is much a like the tail on any other animal, just scaly. Turtles have a cloaca right at the base of their tail, so maybe the urine ran down his tail and looked like it was dripping out of the tail when really it was just dripping off the end? The penis in a turtle, and other reptiles, does not have any function for urination , only for reproduction. Urine and feces are both evacuated through the cloaca.
