my leopard tortoise at a slug. Is this normal?

　 Yes, they can actually eat slugs. Don't worry, its just part of its variety.

Personally I wouldn't advise letting it keep eating them though.
Yep, leopard tortoises will eat the occasional slug and snail whilst they are grazing:)
