No, they aren't safe...they do indeed cause eye damage. And a 10 gallon is waaay to small for even a baby beardie. They should be started off in a 40 gallon breeder.
I use Reptisun 10.0.

The coil bulbs have proven to cause serious eye issues in reptiles.
A 10 gallon tank is way way too small even for a baby beardie. I wouldn't house a hatchling in nothing smaller than a 20 gallon long and that is even pushing it.
Please switch from the compact bulb the amount of uv/uvb they put out is an insult they suck especially exo terra Compact bulbs. They have even been linked to causing eye problems. Also imo switch your beardie to a 20long at least a 10gallon is way to small imo because as i am sure you know they need a hot side along with a cool side and that will be hard to achieve in such a small enclosure so Just go at least 20gallon.And irecommendd you use the repti sun 10.0 being that 10.0(10%) is recommendedd for desert reptiles. When he gets older or you move him into a big enough enclosure you can switch to mvb(mercury vapor bulbs)They give off uv and heat so you are getting it all in one shot.Good luck!

13watt? umm, I think you'll need at least a 75watt bulb for the winter and a night bulb of at least 75watts
