I'm not so sure about if my turtle is shedding or not. I scrubbed him today (i don't do that very often) and a paper-thin translucent plate fell off of the top of his shell. Under some scutes, there are dark round patches, though I don't know if its wet. Around some scutes, it is sort of white and look as if it were bubbles.
This is a normal description of a shed. However make sure you provide clen water and heat
Hopefully this is what the other's said ... just natural shedding. However, if you aren't willing to take an animal to the vet if necessary then you need to give the pet up. Part of responsible pet ownership is medical care. If you can't or won't provide it, then you shouldn't own it. I've spent a lot of money on my snakes over the years at vets for whatever is necessary. It's the same with any animal I've owned, no matter how small or large. It is your moral obligation to do so.
Great article on this very subject, you can read it here:

Sounds like normal shedding, but shell diseases are common when turtles do not have the basic requirements such as a basking spot, heat bulb that warms the basking spot to 95F, a UVB 5.0 reptile light, water heater, water filter and good diet. Also, water quality is vital ... even with a filter water needs to be changed frequently, as filters do not remove ammonia. The cleaner the water, the healthier the turtle.
