This is how water snakes are, especially ones caught in the wild like yours. They are a very aggressive snake and a very messy one as well. I have a pair of captive bred hypo northern water snakes and they are very aggressive. I've never heard of a water snake eating other snakes, although I'm not saying it's not possible, but you need to do some more research before trying to breed them, especially considering it's not breeding season.
It could be a lot of things really, it could feel confided in a tank, so it could be telling you it needs a bigger space. It might not have digested it's food fully, and it could be a problem. I recommend taking your snake to the vet to make sure it doesn't have mites or ticks. To check if it does, it would have little black spots all over it. Hope this helps you!!

How often are you feeding him? Are you hand-feeding him? Was he opaque? There's a lot of possible, logical reasons for what he did, then there's the possibility he was just aggressive that day, it happens from time to time. One of our captive-bred, well-handled, puppy-dog tame Gilas attempted to bite me through his aquarium for no particular reason for the very first time the other day and hasn't done it since.
did you wash your hands experts say that you should always wash you hand befor and after you handle a snake
If you feed your snake in his cage, he will associate your hand as feeding time.
