Would you say this is animal Neglect?

  My neighbors have this beautiful 1 year old puppy american pit. They leave her in the back yard all the time with no socialization with humans or other pets. My son and I are always talking to her through the fence cracks and she is friendly and gets very happy. The only thing that gets me sick to my stomach is now that it's been very cold and raining my son notice she is tied up to a tree with no shelter to keep her warm. She is out in the bare ice cold weather with nothing. She curls up like a little ball and looks very sad. I had to walk over to the neighbors to try to get them to shelter her and to let them know it's about to freeze and she should be in somewhere warm, I even offered our dogs bed. Well when it got dark my son went to peek through the fence to see if they untied her and put her at least in the garage, sure enough she was still out there tied and looked at him so sad. What do you think I should do? I don't want trouble with these neighbors but I am very concern for that puppy ... These neighbors can be trouble. Please give me some advice what to do without them starting trouble. I don't interfere with anyone in our neighborhood but these live right next door and we can see through the crack of our fence. She is a beautiful and smart pup. I love animals and it hurts to see any kind of animal being neglected .. Thank you!
I'd offer to adopt the dog from them since they obviously don't want to take care of it in the way it should be. But at the same time I'd tell them that if they're not going to take care of it that you're going to have to report them to the animal control officials.



I understand that they can be trouble, I've been there myself with problem neighbors but the dog needs a good home.

Aww that nearly made me cry .. i hate animal neglect too .. i hate seeing or hearing that animals are suffering or treated bad .. i really recommend you call someone, don ` t keep it quiet anymore, because that little pup can go anytime if somebody doesn't do anything about it and the pup is left there for even longer ..!

You should talk to a local animal welfare corporation, or the RSPCA ect

They will listen to you and check it out.

i would call your local humane society.

they will be able to tell you what can be done.
I would go over when they are not there and untie the dog and take her to your local animal shelter and say you found this dog wondering the streets. By law they have to advertise the dog for 7 days but I am guessing they will not go and pick her up. They will have to pay a fine and it seems they do not care that much. If it is a puppy it will most likely be adapted right away . Good luck!!
That is animal neglect yes, and you should call animal control and the police.There is a law about aniimals being kept outdoors-they need at least the minimal living conditions (food water shelter), and there is a law about tying up a dog outside with no socialization-it's illegal.Don 't worry about the neighbors-they don't sound like very good people and they deserve the fat fines they'll get for their stupidity.

Sometimes in the fight to help animals, you have to disregard the comfort of other humans.
My advice is stop being so soft. That is pathetic. If you believe without a doubt that animal is being mistreated, and something happens to it , like get sick or die, you are at some fault along with your bad neighbors for not calling someone to check on the situation. - I know that sounds harsh but it is not hard to call someone to say you think an animal might be mistreated. That is why there is such thing as animal police.
