Is this dog from the same breeder/bloodline as the other? If so, I'd be worried about there being a genetic component to the issue. If not, I would guess you're dealing with something in your home that is causing the issue (either some sort of parasites, a toxin, an allergen that caused a problem with both dogs, etc). It would be highly unusual for two dogs that were not closely related to have the same serious skin issue if it is not caused by something they have in common (your home) Ask your vet for a referral to a veterinary dermatologist. You may need to travel some distance if you are not in a large urban area, but it will be worth it to have a better shot at figuring out what is going on with the dogs.
if they are chewing themselves until they bleed there is certainly something wrong with it. It could be a tumor, a parasite, or really anything. You should see a vet immediately and keep the wounds clean by washing them out so they don't get infected. if you can, cover the wounds with an ace bandage or gause (did i spell that right?) to keep germs out.
The dog could have something as simple as flea allergies. I have a cat with severe flea allergies and he licks himself raw and bloody. It also only takes a couple fleas to make an animal crazy who is allergic to them. Just because you don't see fleas does not mean they are not there.

She had always had a mild flea allergy, so we kept her clean and treated.
But she had developed food allergies. And I've heard of this happening a lot, especially in smaller dogs.
I would definitely take this dog to the vet for HIS opinion. I'm not an animal medical expert ..
Food was merely the problem in MY personal experience.
But .. What ARE you feeding her? Brands like Purina, Iams, Eukanuba, Pedigree, and Science Diet are BAD foods despite how they are marketed to you. They are full of corn, soy, by products, presevatives, dyes, and do not meet proper dietary needs. Corn is the worst thing on your dogs digestive system. It causes damage to their kidneys, and really, no grain is part of a dogs (whos a carnivore) natural diet.
And its typically the corn, dyes, or presevatives that cause the skin problems ... IF it has to do with food in the first place.

Best take your dog to a vet. There are numerous skin diseases that will result in a dog behaving that way. A vet will be able to determine what skin ailment the dog has.
