iam going to do a project with the topic "animal communication" and i need to frame a question among the project. My question today is which animal should i write about-either a dog or a guinea pig.

Dogs are highly trainable, and can respond really well to human interaction, the problem you might find in doing a research project is that people already know a LOT about dogs and their ability to communicate. You 'd have a hard time coming up with a research question about dog communication that we don't already understand. Any question you might have has probably been answered in an episode of the Dog Whisperer.
As with guinea pigs, the information is a bit more limited since we use them scientifically, but not so much as intelligent communicators. I would go with a guinea pig just so I could have a more distinguished science project, but it's your call ultimately. I'm also partial to guinea pigs, and think they're a lot smarter than people give them credit for when you spend the time communicating with them, and training them.
I'd write about canine (dog) communication. Dogs have the ability to communicate through body language, can actually learn to "read" not only signals given by the trainer but written symbols and a few words, and can sense emotions.
Dog, the are easier to communicate with telepathically , through obdy language and the sending of mentalmpictures.
