I was at a county fair and alot of the show goats had ears, obvioiusly, but didn't have the flappy part. It was just a hole in their head! Do they remove the floppy part or are they born like that???

They may be La Mancha goats. The breed just has ears (or the lack of them) like that. Either elf ears or gopher ears depending on the shape and length of the ear stub.
It is a specific breed of goat-the LaMancha. LaManchas either have elf ears or gopher ears. The elf ears can reach two inches and normally have some cartilage. Gopher ears are preferred, are under one inch and have no or limited cartilage. They are Spanish in origin. One theory is that the short ears were desirable because of the heavy brush and thorns that could rip and tear long ears.
I'm like 90% sure that people don't dock goat's ears, so it's probably just the breed. My friend has a goat with just little short stubby ears, and it's because of her breed.
