A lot of pet stores, especially ones that specialize in fish or have a large aquatic section, sell sea horses. They are usually not too expensive, but I guess that would depend on where you go.
Seahorses are extremely difficult to keep , even marine keepers with many years experience often kill them off. Basically a proper set up for seahorses is going to cost you about 500, the cost of the actual seahorse is piddling in comparison. They are a lot of work. You need to set the tank up, seed it and leave it for a month, testing it every day for various things. Once you get the seahorse you'll need to do tank maintenance and upkeep twice a week. I really don't recommend this unless you have lots of experience keeping marine fish.
