my father wants to buy an african grey parrot for the family however we have had trouble finding a pet shop in our area that keeps them as they are i dunno expensive to rear/keep?

Yes they are expensive, they have to be captive bred and hand raised. You're looking at a minimum of $ 800 here in the US for the bird alone, and almost that for the cage. They live over 80 years, so it's a lifetime committment to get one.
Your best bet is to try googling bird rescues in your country. Then they're the price of adoption, not a purchase, but you'll still need the cage and special foods, plus a bird trained vet on hand in case of emergencies.
African greys have their own health issues. Stress makes them feather pluckers, they can denude their tail in one evening, and pull off most of their body feathers as well. It's best to join a parrot group and talk with other owners first. Remember there are two variations of African greys - a large Congo form and a smaller Timneh form.
