I have never personally had doves, but birds are pretty expensive in general, especially for initial costs. The hamster will be pricey in the beginning, but after when you just have to worry about buying food , bedding, and maybe treats/toys, it won't be too expensive.
Ferrets are way too expensive, and so are chinchillas. Ferrets are at least $ 500 just in initial costs, $ 200 vet visits every year, and they are very illness prone which can cost over $ 1000 to treat.
So overall, I would suggest a hamster as the best choice for you out of all of your choices.
Dove i think you could purchase but Im not so sure about a hamster because Hamsters themself cost alot and they need plentry of food and toys.
