The link isn't working, but that might just be me. :P I'll post again after you fix it or I upgrade brain power.

Add: I took my own advice and upgraded brain power. I would call him a blue roan appaloosa. He's cute :)
I would call him a frosty blue roan/ blanketed appaloosa.
Mouse grey blanket appaloosa? Really unique colour :)

cant tell you much about his conformation when he's grazing. but he seems well proportioned. However he has a steeper shoulder and steep pasterns in the front, at least.
What color would this horse be considered?

Blue Roan Appaloosa (Doubt it). Or maybe a Mouse Grey Appaloosa. (Tend to be darker though..)
The picture is a little washed out so it's hard to tell but it appears as if this horse has a bay base. I see black in his mane and tail and red hairs mixed on his body. By definition a bay is a horse with a red body and black points (mane, tail, lower legs, muzzle etc) It also seems as if he has more than one appaloosa pattern going on at the same time. He is clearly varnish. Varnish is an appaloosa pattern that causes extensive and patchy roaning (mixing of white hairs), all over the body but mostly over the hips and top line. Colour is usually retained around the bony prominences of the face, hips, elbows, knees and hocks, and can often lighten black pigment to a liver colour (hence the colour of his lower leg). This is not to be confused with a true roan. A true roan horse will have an even mixture of white hairs all over the body while the lower legs and face remain unaffected. Because this is an uneven mixture and it extends onto his face, it is not roan, but varnish. The horse also has dark spotting, as seen over the hips, and a small blanket under the spots, providing the white background for the spots.

In short, I would call him a bay, varnish, blanket appaloosa.
