Most deafness in animals especially horses are caused by genetic disorder and Paint horses seem to and have been recognized to go deaf. But in most cases it is caused by infections in the ear. A Vet. uses the basic Instruments to detect deafness the same as a Medical Doctor. It is really to difficult pinpoint on the complications and infectious disease to say which one does and does not increase indications of ear problems.
. A little more advice let him know when your around these horses are easy to ride if they are part blind or completely blind as they respond to any hand movement on the reins and you can try to keep your horse on flat land. Bath the eye with natural tea bag and warm water not herbal Dr Michael C

Is the horse a paint? Deafness is uncommon in horses, but there is a prevalence in paints that is well described in the veterinary article I'm posting for you. If you are not referencing a paint, then causes could include ear infections, infections or trauma affecting the meninges around the brain, or traumatic injuries of the ear structures, or toxicities that damage the neural hearing apparatus.

Most deaf horses are also splash and are born deaf. Usually its because they have white in the inner ear canal, which for some reason inhibits them from being able to hear.
Deaf horses are still able to function normally, Guns N Roses, and his filly Guns N White Roses are two rather famous ones that I can think of off the top of my head.
You would need to talk with your vet to see how they test.
If the horse had normal hearing and now you think he is deaf have your vet check him for mites.
