Please do not buy a horse at this time. Instead, get lots and lots of books about horses, especially on the history of riding, on classical riding, and on management of a horse stable. Read all the books, and then get more. Read them. It is simply not possible for a person who likes horses (and I'm sure you are one) to have too many books about horses. Find used books through alibris.com or amazon.com or through craigslist.
Meanwhile, take riding lessons if you can, or find a nearby horse farm where you can help. If you spend a lot of time shoveling horse manure then someone will surely allow you to ride and maybe give you lessons.

A good place to look for horses for sale are online horse sale websites (equine.com, dreamhorse.com, equinehits.com, etc.) and general trade/sale websites such as craigslist.com. Another good place to start is at your local tack shop. Many local tack shops will have bulletin boards on which people selling horses will post advertisements. Also, word and mouth is always a great way to find horses. A lot of people don't put advertisements up online or in tack stores, so asking 'horsey people' you know, such as trainers, fellow riders, grooms, etc. is a good way to find what horses might be for sale at or near your barn.
One can also buy horses at auctions (which vary from place to place - again, I would ask people from your barn about the details of your own local horse auctions), but this is not recommended unless you're very, very experienced with horses . Since horse auctions move very quickly, and you often are unable to get any vet checks or test rides in before bidding on a horse at an auction, it can be a VERY big gamble, so only attempt to purchase horses in this fashion if you are absolutely certain that you have an expert experience and skill level with these animals.

As for buying horses in any scenario, make sure you always consider all options before buying a horse! Ask your vet and your trainer before purchasing a horse to make sure that the horse is healthy and well suited to your needs. Make sure you can finance not only the initial purchase of the horse, but the upkeep as well (which is usually the most expensive part!). Be sure to figure out whether you really need to buy a horse for your uses, or whether you could potentially lease one instead to get a better feel for what horse ownership is like. And most of all, make sure that the horse is a perfect fit for YOU! There are lots of great horses out there waiting to find great owners - don't rush it - hold out to find the best horse for what you need!
