Cob types tend to have very thick and long manes and tails - both of ours have tails down to the ground, my mare's mane isn't that thick cause she's 1/4 tb but my sister's gelding definitely went round the mane and tail que at least 5 times, once thinned (taking about 1/2 out) he still has twice as much as most horses!
Any of the northern European breeds will, they developed in cold, damp, climates, and a thick mane was a helpful trait.

That said, the Andalusian (from Spain) can have an absolutely spectacular mane and tail as well.



But then, so can Shetland Ponies! LOL!
I think Lusitano and Spanish bred horses. Halflinger, and draft for sure. I wouldn't suggest appaloosa though. I have one and her mane is thin and short. She's part QH though so she has a thick long tail:)
Hi, I have a Gypsy Cob, they would have to be the best to match what you want. Mind you any horse would need alot of work, ESPECIALLY WITH MANES TAILS AND FEATHERS , be prepared good luck
Shires, Lippizaners, Shetlands, New Forest, Arabs - in fact most breeds if allowed to grow! Welsh cobs have the most fantastic tails if cared for properly!
Too many to name. lol. The first thing that comes in my mind is an andalusian. They are like the grey version of a friesian, practically LOL.
My Rocky Mountain Horse (aka a kentucky mountain horse) has gorgeous, long, thick mane and tail:) and Deuce, a 3yo at my barn has it too but he's a Fresian-TB cross.
