I think it's just a color. Not a breed.
Palomino is a coat color in horses, consisting of a gold coat and white mane and tail. Genetically, the palomino color is created by a single allele of a dilution gene called the cream gene working on a "red" (chestnut) base coat. However, most color breed registries that record palomino horses were founded before equine coat color genetics were understood as well as they are today, and hence the standard definition of a palomino is based on the coat color visible to the eye, not the underlying presence of the dilution gene.

A Palomino is not a breed. It is a colour. There are Thoroughbred's, Warmblood's, Quarter Horse's, Stock Horse's and the list goes on that are bred through careful choice to produce the colour, Palomino. You wouldn't go calling a Quarter Horse a Palomino if someone asked what breed they were would you? No. You wouldn't do the same if it was a Thoroughbred either would you? No. A Palomino is a "coloured" horse. The same as a buckskin. You don't label a horse as a buckskin when someone asks what breed hey? No. I think I've made my point clear now. Do more research on the net. A palomino is a colour not a breed.
Palomino is both a color AND a breed, although it is a color breed. The registration was set up long before color genes were understood, though, so TECHNICALLY it is just a color, but it a horse can be registered as, say, a Quarter Horse, and a Palomino as well. It's very confusing and I think it should be done away with. I consider it just a color.
