Your timing is off. Done properly, it works with all horses every time. You just need practice or some instruction. Get an educational video/dvd. Surely, you want to put a good foundation on your horse, not just join up. This would help you with all of it and you would have it to review often, and you will need to review often. Be patient. You will get it eventually. Your horse will tell you when you are wrong as he already knows this stuff. you have to learn the language.
Youtube has some great videos that actually show you the process.
Stand square to your horse in a round pen. Make sure you body language is telling him to move away from you (strong, confidant upper body moving towards them). Start to drive her on, like lunging. Chase her around, keeping the strong upper body, and once she has done a few laps one direction, cut her off. She should change directions and continue to move away from you.
Keep doing this - changing directions and driving her forward, until you see her giving you signs she is ready to join up. Every horse will give different signs but the main ones are inside ear staying on you, dropping head to the ground, licking lips , making smaller circles in towards you. These are all signs saying i'm ready to work with you.

Turn your back to her with your head and shoulders down. If join up worked she should walk up to you. Pet her and walk away, again, if it worked, she should follow you.
If she doesn't do either, drive her off again. Sometimes it can be a long process. But it's worth it.
1. Get a small round pen and let your horse loose in it with you in the middle.
2. Make your horse walk or much better is trot around the outside if the pen but dont case him.
3. Keep eye contact with him and make him change directions.
4. This may take 5 mins or half a hour - look out for the signs that its working such as:
The horses inside ear is pointing inwards to you
His lips and moving and crewing
Some even lower there head.
5. Finally the horse should turn in towards you and thats when you turn your back to them and walk slowly the other way without turning to see what he is doing.
6.Stand and wait and your horse should come up to your back and go around the pen for a minute and let him follow you (he should) and then give him a part and your done.
