Should the owner of this mare be prosecuted?

Last summer i went to a local stables i helped out at and was offered one of her breeding mares.

She had 2, both in TERRIBLE condition. We took the chestnut home that night with her colt foal of 2 months age and nursed them back to health

This is her before:

And her a year on after i worked on her:

Sadly i don't have the foal anymore. But im asking how she got away with this as she ran a 'riding' stables!
I don't think there is anything that could be done to the previous owner at this point . She probably could have been charged with neglect when the horse was in her care, but this long after the fact, no one is going to want to prosecute this.
Because nobody reported her!!!! Not even you! The ISPCA (or the equivilant organisation responsible for the prevention of cruelty to animals in your country) can't go around to every single stables or pet owners home to check the animals are being treated right, they are already short on funds. They rely on ppl to report suspected cases of cruelty or neglect & then they go & investigate. You need to get on the phone to your local organisation right now before any other animal is subjected to this!
There are some mares who will loose most of their body fat when nursing a foal and there is nothing you can do to prevent it regardless of how much you feed them, no one knows why it just happens then when the foal is no longer nursing or nursing very little they regain their weight . When making critical judgments about people it helps to know the complete story.
she looks like she has given everything she has to her foal. probably no hard feed was given to her and her foal wasn't weaned early enough. thankfully once foals are weaned mares recover very quickly. pets question and answers,www.5d2d.com

sadly that is why people who don't know what they are doing shouldn't be breeding.

anyone can run a riding school.
operative words, "Should Have been" ..

You did a great job at bringing the beauty back .. If there is any question of cruelty or neglect report it. Prosecution is up to the county attorney once charges are filed by the police.

Unfortunately a lot of people who have horses shouldn't have them. Like puppy mills, supposed horse breeders who don't have the space and finances to do so, shouldn't.
Oh wow that is a horrible condition for a horse to be in, especially if she is a breeding horse. The weight she is now that you nursed her back to health looks like a good weight. Good thing you got to her in time.

I do think they should be reported and prosecuted.
Absolutely. There is no excuse for a mare being that thin, and to think she has a nursing foal on her!

The "oh she's old", "oh she just foaled", "well we give her lots of hay!" Excuses will not cut it. That horse is a skeleton, and since she recovered with just basic feeding, the woman should have the book thrown at her.
You would be surprised what some people get away with at supposed riding establishments, under fed animals in filthy conditions.

There is always some ridiculous excuse for it, but really there is absolutely no excuse for keeping an animal in that state.

At least she found a better home.
Sometimes when others think your horse is abused, or not taken care of - its actually not. I had a gelding as a kid who looked awful. He was hard to keep weight on, and was battling old age. Many people tried to report us, and it wasn't our fault. He was old, and we did infact put him down cause it wasnt fair for him.
That's absolutly horrible! It really sickens me that people can harm animals and get away with it. They have feelings and thoughts too. They're like humans, and how would people who harm and neglect their children be punished? They go to jail!. OUR WORLD IS REALLY MESSED UP FOR ALL THOSE SICKOS WHO ENJOY HURTING THINGS FOR FUN
You'd be much better going to World Horse Welfare or ILPH as they used to be. I've reported the RSPCA in England as well and they didn't even bother to phone me back - ILPH are more equine specialised so are more likely to help.
It's appauling that in this day and age people get away with doing that. pets question and answers,www.5d2d.com

You'd have thought being a riding stables, someone would have reported her?
That's disgusting and yes she should be prosecuted id report her my self
This made me sick. Yes, she should. How anyone can let a horse get like that is just beyond me. Even with the fact that she had foals, she shouldn't have been anywhere near that skinny. My mare is an easy keeper, she had a foal in August, which is obviously late, so nursed her throughout most of the winter and only towards spring was she skinny enough that we made the decision to wean our filly early. But she wasn't anywhere close to being like that.

I hate people, it's official.
