I want to let little kids ride my horse
of course with adults and I around
but I want a smaller saddle so they fit in it better but
need it to also be for my horse not a pony size

Maxam has a really extensive Junior series. They're synthetic saddles which isn't really my preference, but they're also fairly cheap, so seeing as this won't be your primary saddle that's a good thing.
Yeah they have really small saddle's, the smallest I have seen are 8 inch seats, but since your putting it on a horse make the bars are really wide and get a big girth,

Yes they make both toddler saddles and youth saddles for pre teens and small teens. You just need a longer gerth than what would come with the saddle, probably the one you use on your saddle.
There are really little saddles that they have for really little kids. I'm not sure if you could make them fit your horse, though. Maybe with a big enough girth, but I don't know.
