I just know that you have to use gloves when handling it, and everything since it can be really bad if your skin comes into contact with it, especially for women, soooo ... I wonder if this person is somehow breaking a law, or something? Or at least is being terribly irresponsible, it could be bad if someone who doesn't already use the stuff buys it.
No, I'm not going to buy it. My mareish mare isn't that bad, and if she was I'd get it from a vet, only after trying a bunch of other things.
Regu-Mate is an FDA regulated and controlled substance. Only a licensed vet can dispense it, and by law, the vet must monitor the client's use of it. So, it should not be being sold on Craig's list, any more than you can fill a prescription from your doctor for Codeine and then sell it to the public on Craig's list.
Even if it's not illegal, it's still shady. I'm not trusting such a potentially-damaging-substance from anyone except my vet.
