Okay so im going to be riding this horse once a week.
I know i need a helmet, paddock boots, half chaps, and breeches.
But i literally have no money to buy this.
Is there any place i can buy this stuff REALLY cheap or perhaps maybe even used items?
Yu might be able to get passable boots at a regular old used clothes store, you can get regular leggings with a slightly thicker material for breeches, and you don't really need chaps when you are just getting started. Do spend the full amount of money on the helmet, those are very important. You can get a cheap troxel one that will do the job, but is new and safe, for about 30 dollars.
If you want real riding gear, but want to go cheap, look at a tack consignment store like this one:

Check Ebay or craigslist.
Even if you buy new, you can find good deals. Keep in mind you may get what you pay for, but since this is for light riding, that's probably not a big deal. And some "cheap" stuff can last a long time , even if it doesn't look as good.

EDIT: Like someone else said, half chaps and breeches aren't necessary for riding (except at shows) unless it's required by your barn. You can ride in an old pair of jeans just as well. Half chaps add grip and protect your leg , but it's certainly possible to ride without. I used to ride in half chaps with jeans all the time - only wore breeches for lessons/showing.
Half chaps aren't quite necassary. You might want them eventually to prevent the stirrup leathers from pinching. But, as long as you have the bare necassaties, then you'll be okay to ride! As for getting everything cheap:

-I wouldn't buy a used helmet. It is the most important thing you need when you ride. You never know where it's been and what it's gone through. It might be damaged and you not even know about it. Then, God forbid you should fall, the helmet would not be adequate. So, I would buy this brand new, for the safety of yourself. Make sure it is SEI or ASTM approved. SEI and ASTM helmets have gone through rigorous testing and their standards are very high . They only sell the very safest helmets. Almost all tack shops sell ONLY SEI/ASTM helmets, but double check. I recommend buying an adjustable helmet. This way, you can be positive it fits you. Plus, it lasts you longer because it grows as you grow!
-Tack shops often have consignment clothes.
-Go to eBay.

right now, you probably only need a helmet and paddock boots. you can buy the breeches and half chaps later on, though if you have enough money, you should buy the half chaps too.
look for a good used store. look for quality in stuff but its still gonna cost 35 each for helmet and boots, 40-60 for breeches, and 15 for half chaps. thats the bare minimum .... used is what i would do
I rode today in rubber boots (with a heel) and a comfy pair of jeans. I would be more concerned about an ASTM-SEI helmet.
