Really not repairable; this will need to have a new seat put on, generally about $ 800. The seat is on the saddle with some tension, so it cannot be re seamed. You need to find a saddler to do the replacement, and really have a talk with yourself if this saddle is worth sinking that kind of money into.
If you want to try to 'get by' go to the shoe repair place, and they will glue on a patch, but it won't stay well, and will likely curl at the edges.
You prevent this in the next saddle/seat by wiping it after each ride with a damp cloth, cleaning the saddle monthly and using a quality oil that does not contain Neatsfoot oil. Hydrophane leather dressing is the best I've found.

Ask at your local tack shop for a saddle repair shop. At that spot, they may have to replace the entire seat. Do you ride in jeans? I've seen this happen all the time, where the seams of the jeans wear down the leather right there.
You should be able to fix that tear. Don't use the saddle until you do fix it or it will get worse! Call your local tack store. They will be able to direct to you someone who can fix the saddle if they can't fix it themselves.
That is a tear in the stitch line which is harder to fix, but it can be patched, call your nearest tack repair, if you can not find one email me, I am retired but do some repairs but no longer build saddles.
